Our party completely rejects attempts by the Indian government to detain LTTE Chairman Mr. V. Prabhakaran. - Sri Lanka Communist Party (Left)

PRESS RELEASE

“The Central Committee of the Sri Lanka Communist Party (Left) is continuing with its in-depth study of the “Peace Pact' between the government of India and Sri Lanka. Although the pact has achieved a limited end to the sufferings of the Tamil people it is the view of the Central Committee that an agreement between the two governments cannot bring about a solution, whether short-term or long-term, for the nation question, because in the Tamil question, an interim solution could be achieved only through the participation, co-operation and consent of all the sections concerned, and solutions based on one-sided, coersive and intimidatory methods should not be thrust upon them. It is from that point of view that our party totally disapproves of the attempts by the Indian government to detain Mr. V. Prabakaran, the leader of LTTE in order to force him to agree to their wishes. Both governments should take the necessary steps to enable Mr. Prabakaran and the LTTE to put forward their views and to participate independently and of their own accord in the talks to find a solution. The Communist Party of Sri Lanka (Left) stresses that at the same time, all the militant youth movements, the TULF and the Sri Lankan government should, through discussions, find a political solution.'

The above was part of a report by Mr. K. A. Subramaniam, General Secretary of the CPSL (Left) on behalf of the Central Committee of the party.

The report proceeds to warn the people of Sri Lanka that the invitation of the Indian peace force on the basis of the Indo Sri Lankan Peace Pact has caused damage to the independence, sovereignty and integrety of this country and paved the way for a new form of threat to the nations of South Asia. The Jayawardene government has at every turn, instead of solving the national question, proceeded to mortgage the sovereignty of the country to every possible alien power. The invitation to Indian troops in the pretext of keeping peace marks a climax to that course of action. Our party strongly denounce this act of the government.

As India has been involved in several ways with the intensification of our national question and since it is our nearest neighbour, our party has already expressed its acceptance of India's role as a neutral friend while warning that India should not give primary to its interests as a regional power.

Our party has put forward proposals for an interim solution to the national question and emphasized the need for a political solution. That is the wish of all people including the Tamils. Thus, only an amicable political solution, arrived at through extensive discussions between all the militant youth organizations, the TULF and the government, could be correct interim solution. Our party believes that is the only possible course for genuine peace.

எல்.ரி.ரி.ஈ. தலைவர் திரு. வே. பிரபாகரனை, இந்திய அரசாங்கம் தடுத்து வைக்க எடுத்த முயற்சிகளை எமது கட்சி முற்றாக நிராகரிக்கின்றது.

இலங்கை கம்யூனிஸ்ட் கட்சி (இடது) மத்திய குழுவானது, இந்தியா மற்றும் இலங்கை அரசாங்கங்களுக்கு இடையிலான "அமைதி உடன்படிக்கை" தொடர்பிலான தனது ஆழமான ஆய்வைத் தொடர்ந்து கொண்டிருக்கிறது. தமிழ் மக்களின் கஷ்டங்களுக்கு முடிவு காண்பதில் ஓரளவு முன்னேற்றத்தை இந்த உடன்படிக்கை கண்டிருந்தாலும், இரண்டு அரசாங்கங்களுக்கு இடையிலான உடன்படிக்கையானது, தேசிய பிரச்சினைக்கு ஒரு குறுகிய கால அல்லது நீண்டகாலத் தீர்வைக் கொண்டு வரமாட்டாது என்று மத்திய குழு கருதுகிறது.

 ஏனெனில் தமிழர் பிரச்சினையில் சம்பந்தப்பட்ட சகல தரப்பினரதும் பங்குபற்றல், ஒத்துழைப்பு மற்றும் இணக்கம் என்பவற்றின் ஊடாக மாத்திரமே ஓர் இடைக்காலத் தீர்வை எட்ட முடியும். ஒரு பக்கச் சார்பை அடிப்படையாகக் கொண்ட தீர்வாக அது இருக்கக் கூடாது.

வற்புறுத்தப்பட்ட அச்சுறுத்தப்பட்ட தீர்வை அவர்கள் மீது திணிக்கக் கூடாது. தங்களது விருப்பங்களுக்கு வற்புறுத்தி இணங்கச் செய்வதாக எல்.ரி.ரி.ஈ. தலைவர் திரு. வே. பிரபாகரனை, இந்திய அரசாங்கம் தடுத்து வைக்க எடுத்த முயற்சிகளை எமது கட்சி முற்றாக நிராகரிக்கின்றது. தீர்வைக் காண்பதற்கான பேச்சு வார்த்தைகளில் திரு பிரபாகரனும் எல்.ரி.ரி.ஈ.யும் தங்களது கருத்துக்களை முன்வைக்கவும், சுதந்திரமாகவும் சுய விருப்பப் படியும் பங்குபற்றவும் கூடியவாறு இலங்கை மற்றும் இந்திய அரசாங்கங்கள் நடவடிக்கை எடுக்க வேண்டும். அதே வேளை, இளைஞர் போராளிக் குழுக்களும், த.ஐ.வி.கூ. மற்றும் இலங்கை அரசாங்கமும் கலந்துரையாடல்கள் ஊடாக ஒரு தீர்வைக் காண வேண்டும் என்று இலங்கை கம்யூனிஸ்ட் கட்சி (இடது) வலியுறுத்துகின்றது.

மேற்போந்தவை, மத்திய குழுவின் சார்பில் இலங்கை கம்யூனிஸ்ட் கட்சியின் (இடது) பொதுச் செயலாளர் திரு. கே.ஏ. சுப்பிரமணியம் அவர்கள் வெளியிட்ட அறிக்கையின் ஒரு பகுதியாகும். மேலும் அவ் அறிக்கையில் இந்திய இலங்கை அமைதி உடன்படிக்கையின் அடிப்படையில், இந்திய அமைதி காக்கும் படைக்கு அழைப்பு விடுத்தமையானது இந்நாட்டின் சுதந்திரம், இறைமை மற்றும் ஒருமைப்பாடு என்பவற்றிற்கு பாதிப்பை ஏற்படுத்தியுள்ளதென்றும் தென்னாசிய நாடுகளுக்கு ஒரு புதிய அச்சுறுத்தலுக்கான பாதையை வகுத்துள்ளதென்றும் இந்த அறிக்கை இலங்கை மக்களை எச்சரிக்கின்றது. ஜயவர்த்தன அரசாங்கமானது ஒவ்வொரு திருப்பத்திலும் தேசிய இனப் பிரச்சினையைத் தீர்ப்பதற்குப் பதிலாக, இயலுமான ஒவ்வொரு வெளிநாட்டு சக்திக்கும் நாட்டின் இறைமையை அடகு வைப்பதில் ஈடுபட்டுக் கொண்டிருக்கின்றது. அந்த நடவடிக்கையின் உச்சகட்டமாக இந்தியப் படையை அமைதி காத்தல் என்ற போர்வையில் அழைத்தமை விளங்குகின்றது. அரசாங்கத்தின் இந்த நடவடிக்கையை எமது கட்சி பலமாக நிராகரிக்கின்றது.

எமது தேசிய இனப் பிரச்சினையில் பல வழிகளில் இந்தியா தலையிட்டிருக்கின்றபடியாலும் அது எமது மிக அருகில் உள்ள நாடாக இருப்பதாலும் இந்தியா ஒரு பிராந்திய வல்லரசு என்ற வகையில் தனது நலன்களுக்கு முக்கியத்துவம் அளிக்கக்கூடாது என்ற எச்சரிக்கையுடன் இந்தியாவின வகிபாகத்தை ஏற்றுக் கொள்வதை எமது கட்சி ஏற்கனவே வெளிப்படுத்தியுள்ளது.

எமது கட்சி தேசிய இனப் பிரச்சினைக்கு ஒரு இடைக்காலத் தீர்வுக்கான முன்மொழிவுகளை சமர்ப்பித்துள்ளதுடன் ஒரு அரசியல் தீர்வுக்கான தேவையையும் வலியுறுத்தியுள்ளது. தமிழர் உள்ளிட்ட சகல மக்களதும் விருப்பம் அதுவே. அனைத்துப் போராளி இளைஞர் அமைப்புகள், த.ஐ.வி.கூ. மற்றும் அரசாங்கத்துக்கிடையிலான நீடித்த கலந்துரையாடல்கள் ஊடாகவே ஒரு இணக்கமான அரசியல் தீர்வு எட்டப்பட முடியும். அது இடைக்காலத் தீர்வைத் திருத்தும். அதுதான் நேர்மையான அமைதிக்கான ஒரே வழி என்று எமது கட்சி நம்புகின்றது.

Our party completely rejects attempts by the Indian government

to detain LTTE Chairman Mr. V. Prabhakaran. (Press release on 2 August 1987)

The Central Committee of the Sri Lanka Communist Party (Left) is continuing its in-depth

study of the "Peace Accord" between the Governments of India and Sri Lanka. Although the

agreement has seen some progress in resolving the plight of the Tamil people, the Central

Committee believes that the agreement between the two governments will not bring a short-

term or long-term solution to the National Question.

This is because an interim solution to the Tamil issue can only be reached through the

participation, cooperation and consensus of all parties involved. It should not be a one-sided

solution.

The forced threat solution should not be imposed on them. The LTTE claims to be forced to

comply with their wishes. Our party completely rejects attempts by the Indian government

to detain Mr. V. Prabhakaran. The Governments of Sri Lanka and India should take steps

to enable Mr. Prabhakaran and the LTTE to present their views and participate freely and

voluntarily in the negotiations for a solution. At the same time, youth militant groups and the

Tamil United Liberation Front (TULF) and the Communist Party of Sri Lanka (Left) urges the

Sri Lankan government to find a solution through negotiations.

The above is part of their statement issued by Mr. K.A. Subramaniam, the General Secretary

of the Sri Lanka Communist Party (Left) on behalf of the Central Committee. The report also

warns the Sri Lankan people that the call for an Indian peacekeeping force under the Indo-

Sri Lanka Peace Accord has undermined the country's independence, sovereignty and

integrity and posed a new threat to South Asian countries. Instead of resolving the national

ethnic issue at every turn, the Jayewardene government is engaged in mortgaging the

sovereignty of the country to every possible foreign power. The culmination of that operation

was the summoning of the Indian Army in the guise of peacekeeping.

Our party has already expressed its acceptance of India's role with caution that India as a

regional power should not prioritize its interests as India has interfered in our national ethnic

issue in many ways and it is our closest neighbour.

Our party has submitted proposals for an interim solution to the national ethnic problem and

stressed the need for a political solution. That is the will of all people, including Tamils. All

militant youth organizations, the TULF and a conciliatory political solution can only be

reached through protracted discussions between governments. It will correct the interim

solution. Our party believes that this is the only way to achieve honest peace.
