STATEMENT OF CPR, CEYLON YOUTH: GROUPS l Peking NCNA International Service in English 1632 GMT 14 November 1963 --W (Text) Peking
A joint statement by the All-China Youth Federation and the Ceylonese Federation of Communist and Progressive Youth Leagues was made public here today. It declares that both sides have reached agreement on further consolidating and developing the relations of friendship, unity, and cooperation between the two organizations, on the present international situation, and on major questions of the present world movement. The document, ratified recently by the two federations, was signed by Chieng Li-jen, vice president of the All-China Youth Federation; D.B. Alwis, member of the Secretariat of the Central Committee of the Ceylon Federation of Communist and Progressive Youth Leagues; and K.A. Subramaniam, member of the Central Committee of the federation. The two Ceylonese youth leaders paid a friendly visit to China from 18 June to 20 July at the invitation of the All-China Youth Federation.
The statement says that both sides unanimously agree that the present international situation is favorable to the national independence struggles of the people and youth of the Asian, African, and Latin American countries: "The national democratic movement has become a great irresistible historical current of our tie, battering the foundations of the rule of imperialism and old and new colonialism, and making great contributions to the defense of World peace and the promotion of the cause of human progress. The youth and students of the countries in Asia, Africa, and Latin America constitute a very active force in fighting imperialism and safeguarding World peace."
The statement continues: "Both sides unanimously agree that imperialism and old and new colonialism will never (abandon?) Asia, Africa, and Latin America of their own accord. The aggressive nature of imperialism Will not change. The more it approaches its doom, the more it will engage in frenzied struggles. The Kennedy administration of the United States is pursuing a policy even more adventurous and more cunning than before, and is vigorously pushing ahead with its counterrevolutionary global strategy. It is engaged in frenzied arms expansion and war preparations, carrying out activities of aggression and war everywhere, trying in a thousand and one ways to undermine and break up the socialist camp, and doing its utmost to suppress the national liberation movements in Asia, Africa and Latin America. All that U.S. imperialism has done shows ever more clearly that it is the international gendarme suppressing the Just struggle of the people of various countries, the mainstay of modern colonialism, the chief force of aggression and war, the archenemy of World peace, and the common enemy of the people and youth throughout the world."
The statement says: "It is now more than ever necessary that the people and youth of all countries should maintain sharp vigilance and cherish no illusions about imperialism, and that they should further expose imperialism and oppose prettifying imperialism and echoing its tones. It is now more than ever necessary for the people of all countries, including the youth, to strengthen their unity, form the broadest united front and Wage a tit-for-tat struggle against their common enemy." "Both sides express the firm belief," the statement says, "that in Our times, when the forces of socialism have surpassed those of imperialism and the forces of peace have surpassed those of war, it is possible to safeguard world peace and prevent a new world war and a nuclear war by relying on the unity and joint struggle of the masses cf the people of all countries . . . . "The youth of both countries resolutely support the struggles of the youth of various countries in Asia, Africa and Latin America, considering this their lofty international duty. Both sides express their desire to join their efforts in every possible way to strengthen unity among the youth of Asian and African countries." The All-China Youth Federation firmly supports the Ceylonese people and youth in their struggle against imperialism, for the elimination of the remnants of colonialism, for the safeguarding of national independence, and in defence of the vital rights of youth and social progress; it wholeheartedly supports the legitimate and just stand of the Ceylonese people and youth in safeguarding independence and sovereignty, defending their national interests, and opposing U.S. intervention in Ceylon's internal affairs by way of suspending U.S. "aid." The federation holds that the just struggle of the Ceylonese youth has made an important Contribution to the defense of peace in Asia and the world.
The Ceylon Federation of Communist and Progressive Youth Leagues warmly praises the Chinese people and youth for the great successes they have achieved in socialist construction under the leadership of the CCP and Chairman Mao Tse-tung by holding high the three Red banners of the general line for socialist construction, the big leap forward, and the people's commune. The statement says: "The Ceylon Federation of Communist and Progressive Youth Leagues reaffirms that the CPR is the initiator of the Five Principles of Peaceful Coexistence, that it has always adhered to the Five Principles of Peaceful coexistence and the Bandung spirit, pursued a policy of friendship toward its neighbors, and made great contributions to peace in Asia and the world. The Ceylon Federation of Communist and Progressive Youth Leagues strongly condemns U.S. imperialism for its obstinate occupation of China's inalienable territory of Taiwan and expresses firm support for the Chinese people in their struggle for the liberation of their own territory of Taiwan.
The Ceylon Federation of Communist and Progressive Youth Leagues firmly supports China's consistent stand for peaceful settlement of the Sino -Indian boundary question through negotiation ; warmly praises the Chinese side for the unprecedented measures taken on its initiative to cease fire , withdraw its own frontier guards , and release all the captured Indian military personnel ; holds that these measures fully demonstrate the sincerity on the part of China in seeking a peaceful settlement of the Sino - Indian boundary question ; expresses regret over the fact that India has not taken responsive measures , and hopes that both the Chinese and Indian sides soon will enter into direct negotiations for a peaceful settlement of the Sino- Indian boundary question .
Both sides hold that they should hereafter continue to develop the existing friendly relations between the Ceylon Federation of Communist and Progressive Youth Leagues and the All - China Youth Federation through mutual support, through the exchange of delegations , exchanges of views on questions.
